Patch for ArcGIS 10.6.1 (Desktop, Engine, Server) Buffering Degenerated Polygon

Esri released a patch for ArcGIS Desktop, Server and Engine. It addresses an issue where calling the Buffer method on a polygon, which is created from a degenerate envelope, causes a failure. This patch is required for all 10.6.1 users and Esri recommends that you install this patch at your earliest opportunity. As part of improving ArcGIS Online security, Esri requires TLS 1.2 connections for ArcGIS Online services. If you use ArcGIS Desktop software to connect to ArcGIS Online for base map or other services, please check your desktop software version and take appropriate action before April 16th 2019 in order to continue using ArcGIS Online services.
